IFRC has built a network of facilitators and learning focal points for Rapid Response training events. The network includes experienced members of National Societies and IFRC, with both subject matter and learning expertise. These Ground Rules describe ways of becoming a member or leaving the network, roles and responsibilities, activation of the Network, as well as competencies required.
